Putative UBL 2.2 CSD02WD02 prepared for committee review

Fellow UBL TC members,

I hope you can make the time to review what I think is going to be 
the content of our second committee draft and second public review draft.

What used to be the "archive-only" subdirectory had to be extracted 
and put into its own ZIP file because we are now exceeding the Kavi 
upload limit:

This is a bit cleaner, anyway, for TC Admin since it was an extra 
step for them to extract it out of the one upload.  I'll just have to 
be careful to always upload both parts.

Please make the time to review this putative release.  If I don't 
hear anything, I will produce the "CSPRD02" in time for Wednesday's 
vote.  Actually, I will even if I do hear something and get it fixed.

BTW, with Oriol's help, we now have the finalized comment disposition 
that we will also be voting on:

The building of the release package has become incredibly complex.  I 
have tried to automate it as much as possible.  It is a big 
distribution.  Please take a look at what you can.
