Putative UBL 2.3 CSD04 for committee review before voting

Fellow UBL TC members,

I have uploaded a putative package to distribute for CSD04 here:

My eyes are buggy after staring at this all afternoon/evening ... 
likely I've missed some things ... please take the time to check what 
you are expecting to find in our next release.

If there are no public comments to CSD04, what is published for CSD04 
becomes what gets published for UBL 2.3.

All CSD04 artefacts on GitHub are in separate "csd04" branches that 
will be folded into the "master" branches after CSD04 is out for vote.
