UBL 2.4

 

Timeline

 

Agreed to finalize most tickets before Christmas. eReceipt and review of prose specification changes will be done over the holidays, with the first or second meeting of the new year as target for a CSD vote.

 

Open issues

 

When working with JIRA issues use RESOLVED+Applied to indicate that an issue has been implemented and is ready for TC review.

-  Need to work through requirements in document

-  Kenneth will put document in a shared TC access only Google drive

-  Agreed at the Atlantic call December 7 that some requirements, such as requirements to add binary objects, may be referred to local implementations using UBL Extensions or using more generic elements.

 

Spreadsheets from Master Data SC have been vetted by Kenneth. Kees will update the links in Github to point to these spreadsheets as masters for UBL 2.4.

 

Tickets 328, 341, 342 and 349 all require changes to the prose specification. What’s the best approach for making transparent change proposals (i.e., redlining)? Ken and Kees will experiment with document comparison features of Word and other tools.

 

Requirements not yet accepted into 2.4

 

-  Will there be input from the PCDS project for 2.4?

-  From https://issues.oasis-open.org/browse/UBL-182 (TaxInclusiveLineExtensionAmount ticket): should we add tax inclusive amounts to other ABIEs, such as TaxSubtotal, TaxTotal, AllowanceCharge, etc.? See also https://issues.oasis-open.org/browse/UBL-217 and https://issues.oasis-open.org/browse/UBL-218. Will this be required for 2.4?

-  New requirements for documenting customs bonds in UBL instances, will these be submitted for 2.4?

-  Any new requirements from Peppol Logistics for 2.4?

-  Will customs alignment with WCO requirements be submitted for 2.4?

-  Requirements from European EFTI, reporting transportation documents to authorities.

 

Any new requirements for UBL 2.4?

 

Issues not making it into 2.4

 

-  Denmark is working on new requirements for adding TCO calculations to UBL. This will not be prioritized for UBL 2.4

-  New requirements for a Letter of Credit will not be prioritized for UBL 2.4.

 

Preparation of ISO submission

 

Kenneth has updated the specification to use ISO/IEC Directives rather than RFC keywords (see: https://issues.oasis-open.org/browse/UBL-341).

 

Submitting the specification to ISO:

-  Option 1: Will ISO consider a submission in XML format? Ken will explore options.

o UBL is being considered for participation in a pilot project to allow submission in XML format

-  Option 2: Will it be possible to convert from our current format to ISO Word template?

-  Option 3: Work in OASIS Word template. Will OASIS TC Admin then convert to ISO Word template? Kenneth will contact TC Admin.

 

Publishing and editing

 

Who will serve as editor(s)? Kees has offered to help with editorship and maintenance, Kenneth will maintain the main spreadsheets. SC spreadsheet versions will be created upon request (currently only TSC).

Organisation Master Data Subcommittee

 

Who can serve as liaison officer ISO TC 323 (WG5) and the UBL TC for facilitating work on the PCDS?

 

TC Liaisons

 

CEN TC 434

 

Agreed at the Copenhagen face-to-face meeting that the UBL TC is open to establish a formal liaison with CEN TC 434 to create a European or international standard for electronic invoicing, if there is an interest from the CEN TC.

 

CEN informs that a liaison cannot be established at TC level. OASIS is contacting CEN to set up a TC liaison.

 

There is communication between CEN and OASIS and the establishment of the liaison is being prioritized.

 

ISO/IEC JTC 1/SC 32/WG 1

 

Decision to appoint Andrea as liaison representative between ISO/IEC JTC 1/SC 32 and the TC recorded here: https://lists.oasis-open.org/archives/ubl/202007/msg00014.html

 

This year’s SC 32 meeting was held in June 2022. OASIS should have been following up with the SC 32 secretariat last year but still no progress. Harm Jan will follow up with Jamie to see what the status is.
