To align with other Document types and simplify the processing (XML generation), the two following elements:
 * cbc:Note, and
 * cbc:BriefDescription,

should be moved respectively:
 * after cbc:IssueTime and before cbc:VersionID,
 * after cbc:PreviousVersionID and before cbc:RequestedPublicationDate
