[uddi-spec] keyedReferenceGroup and identifierBags ...

I have noticed in the UDDI version 3 spec that section 3.3.2.10-3.3.2.14 where it talks about identifierbags, categoryBags, keyedReference, and keyedReferenceGroups.   The spec states a categoryBag can contain a keyedReferenceGroup.  However it does not say that identifierBags can contain keyedReferenceGroups.  Since both of these bags contain keyedReferences is there a reason that identifierBags can not contain keyedReferenceGroups?
