I see the agenda includes the taxonomy requirements [1].

You may want to consider use cases where the client (service requester) 
wants or has a local copy of the taxonomy.  The client will want to search 
UDDI for taxonomy tModels and follow the overviewURL to find an XML format 
that it can download.  See my comments on RDDL for this [2].  This may be a 
direction you want to go for [3].

The client, after downloading and caching the taxonomy, may want to compare 
that the local version has not been superceded by a new version.  Perhaps 
something like an MD5 hash of the version on the server that the clientg 
can ask for through a UDDI API.  It can then compare the MD5 hash of the 
locally cached taxonomy. If different, it can download the new version.
