Title: Versioning Value Sets TN: common tModels

I took an action item on last week's TC meeting to prepare the submission of the tModels that were defined by the Value Set Technical Notes.

The "Providing a Value Set for Use in UDDI" Technical Notes for UDDI Version 2 and 3 do not themselves define new tModels. They simply refer to the validate_values and get_allValidValues service type definitions made by the UDDI Verision 2 and 3 specifications, respectively.

The "Versioning Value Sets in a UDDI Registry" defines two Web service types as follows:

Name: uddi-org:updateEntities_v2
Description: Service to update UDDI Version 2 entities that make use of value sets
Registering Organization: OASIS UDDI Specification TC
