Sure, UOML must  have an open distribution mode. In fact, unlike other
RAND mode, the RAND mode of UOML is almost like RF mode, with only
little difference.  For all application provider who call UOML, it's
totally free; for docbase provider who implement UOML, charge fix
percentage of the revenue in total. That means, only charge rational fee
from vendors who directly make money from UOML, total amount of these
vendors will be less than 10 all over the world. For other 99.99%
vendors, UOML is free.

Charles: have you studied UOML document? Can it be expressed by
LegalXML?

Hello Pine,

I'm not familiar with the specifics of the RAND but as far as I know,
UOML needs to have a more open distribution mode than a simple RAND in
order to properly called an Open Standard. I may be wrong though; but I
was under the impression that ODF doesn't come with an RAND attached.
