Re rechartering, we simplified it in a previous update to
the TC Process approved by the Board and we are making it even
easier and quicker right now.
There are a few limitations on rechartering. The TC name or
its IPR mode cannot be changed. So the official name would
remain "OASIS Unstructured Operation Markup Language eXtended
(UOML-X) TC," the abbreviation would remain uoml-x (and thus
all email archives, web pages, etc), and the IPR mode would
remain RF on RAND mode. The only other limitation that could
affect the TC is that any work contributed under the previous
charter must be resubmitted under the new charter. Generally
this is accomplished by having a TC member from the
organization that original made the contribution reconfirm
that it can be used under the revised charter. Generally that
hasn't proved a problem. We can discuss further if you want.
Beyond that, expanding the scope of activity addressed by
the TC is up to the members. The members of the MQTT went
through a major rechartering exercise earlier this year. The
link to their charter page shows how the revised charter is
presented to the public:

So yes it would be possible to recharter and expand the
scope, e.g. into big data. And of course update the
deliverables and pretty much do anything else that you all
want to make part of a new expanded scope. And if you thought
