I tinkered a bit this morning. You can't (apparently) position things
relatively on a relatively positioned graphic with CSS.

Then it struck me, all the data is there, all we need is a tool to do
the right thing. So I coded up a stylesheet and a perl script as a
proof of concept. Sure enough, I can now generate the graphic with the
overlays from an original graphic and a list of overlays. And I can
generate the command line to do it from the DocBook sources with XSL.
