What I tried to say is that at any given time each VQ (or VQ analog in other protocols) can be used for any protocol, but only one at a time. VQ-protocol association is static per driver's lifetime.
So, at some instance, VQx memory slot can be used for virtio-net, and at the other instance VQx slot can be used for other protocol, but not simultaneously. There is per-VQ separation, but there's no per protocol separation.
Since there is no per-VQ configuration in the HW, that could tell which protocol currently runs on the VQ, the only way to convey this information to the HW is by using extra data in the notification itself.
If a malicious driver will send an incorrect data in the notification, this may result in an unexpected HW behavior, but the possible damage is local and is limited to the guests own VQ.
