1- create a github issue
2- respond to this thread with an email with tag
Fixes: https://github.com/oasis-tcs/virtio-spec/issues/<number>
3- include link to the patch in mailing list archives in the issue
4- request vote on list at least a week after patch was
   posted so people have time to review

2 and 4 can be combined in one email.
