This is now available in the draft for PCI.

CCW and MMIO could overload their vq configuration mechanisms to allow switching a vq on or off, but it's implied that's only allowed during device setup, and it may be better to extend them explicitly if we want this.

I'm not convinced of the general utility of this, however.
