2.2.1 Legacy Interface... provides definitions for Legacy Interface, Legacy Device, Legacy, Driver, Transitional Device, Transitional Driver
Since you have a terminology section, why not write all the definitions that are needed by various parts of the specification in one sub-section?
It makes it a lot easier to be consistent across sections and to make sure that no needed definition is omitted.
