Hi Michael, 

That's correct. The -dev@ lists are set up to accept mail only from subscribers. Mail from non-subscribers is automatically rejected. Anyone can subscribe. It is not limited to OASIS members.

AFAICT For IP reasons, it's simply not possible.

And so I agree it shouldn't be in the MAINTAINERS file for Linux.
