Subject: [PATCH] virtio-admin: clarify TC process and rules


This clarifies TC process and rules as they apply to the virtio TC.
Summary:
- To gain voting rights request them explicitly from the chair
- All leave of ansence requests are approved automatically
- IPR disclosures should be send to the mailing list and will be uploaded to github
