Subject: [PATCH v3 11/18] charter: update to mention 1.X instead of 0.9, 2.0


0.9 is no longer relevant. As for 2.0, let's stick to documenting what
  we know we plan to do, and not speculate on what we might do in
indefinitely future.

Also, drop some idiomatic humor - while fun, its meaning is not
immediately obvious for non-native english speakers.
