With regards to:

Candidate #3
Establish Session - Session management such as establishing a 
valid session cookie is probably best handled as a library. 

This could be implemented as a WAS fragment that can be included in the
WAS-XML, if necessary, I would think.

If you are referring to a "library of fragments", cool. If not, that is the
route that I would suggest.
