There will be WIP documents that should / will make it from Google to OASIS, but which will still undergo changes.  Having a tool that can a) track changes, b) provide a simple markup language would be useful.  If this is what the Kavi wiki capability does, then my personal opinion is that this would be useful.  Cedric should probably be the guy to say so, though.
