PAC: Revised issues list

Here's a revised draft of the list of issues to be resolved in
designing the long-term OASIS committee process.  This is roughly the
order in which I intend to introduce these topics, but there are some
interdependencies, and we may want to adjust the order of discussion
as we go.

Any additions?  (Please save details under these headings for
later; I just want to know if there are any additional headings.)
