Here's a proposal that grew partly out of work in this group and
partly out of experience gained in an IEEE standards committee by
one of my fellow Foresight Institute supporters, Ken Clements.
Some of you may find it interesting.  Ken and I plan eventually to
start up an OASIS TC to work on this if we get enough response.
