What do you see as the general problem? I think the reason we have the concept of business day is that you get to take weekends off. If we say "seven calendar days" we cover five business days no matter what the weekend is, less holidays. And it's rare that there are more than 2 holidays in any 7-day stretch, so we get pretty good assurance thant TC members will have 3 days to take note of a motion, consider, and vote.
