Fixes to remove references to dead WS-I schema locations for Policy Conformance Claims in CSD Texts

In the Word docs for the three profiles, BP1.2, BP2.0 and RSP1.0 there is a 
remaining reference to the WS-I location for the normative WS-Policy profile 
conformance schema.  These url's can no longer  be 
resolved.

These references to the normative ws-I schema location need to be removed. 
The reference is now included in the document header page.

The Basic Security Profile 1.1 does not refer to the ws-policy profile 
conformance mechanism.  The Schema should be removed from the csd zip file, 
and the existing reference in header should be removed.

Remove the file  BSP1.1PolicyConformanceClaim.xsd from the zip folder for 
the CSD for BSP1.1
