Reason is:

-          The newly separate html file containing the test Assertions, is now a “document” and no longer a processable file (like the XML of TAs was in first PR).

-          So it should be part of the specification and of its source document (even if non-normative) so that it can be provided in different formats.

So in these new packages, the ONLY difference is that the TA document has now been merged with the core profile specification as a new Appendix D (of the MSWord source doc).
