I think Peter is saying that someone implementing a spec. that requires WS-Context need not implement all of WS-Context. It's a bit like implementing WS-AtomicTransaction now, which requires WS-Addressing: you don't need to implement all of WS-Addressing in order to have a compliant implementation of WS-AtomicTransaction. I don't think it's a major issue though.
