On 142, I believe the following motion passed:
 
"change the type of context service from any type to a service reference Type"
 
Attached are the changes for the issues on my list.  For 139 I added a brief paragraph to the front of the spec to describe the "referencing specification" ability to choose what optional elements of WS-Context to use.  We may need more text than that, assuming it seems like a good way to handle it.  Otherwise I don't think we are yet at the stage where we're ready to write about conformance, and I also don't think we can say that a referencing spec can make a required WS-Context syntax element optional.
