Apologies for the delay in getting to this.  As I explained to Mark, I'm still struggling to rebuild my laptop after my hard drive crash, and ended up with two unplanned trips to London over the past two weeks due to a departure of a colleague.

I've added my changes to Greg's latest draft, and also changed the namespace references to be consistent with Simeon's changes to the schemas.

I also added a reference to WS-Addressing and a reference to SOAP (since there wasn't one but SOAP 1.1 was mentioned).

For the changes related to enforcing the addressing scheme and determining behavior when a context minimum isn't present, I've framed them around the use of the mustUnderstand attribute of the SOAP header (although now that I think of it, that doesn't help when context is propagated within the body).  In other words, if the mustUnderstand attribute is set then the service needs to be able to understand the context it recieves or return a mustUnderstand fault.  If the attribute isn't set, then it's not specified what happens (i.e. this is the meaning when mustUnderstand isn't present).

Working on XML changes now.... would like to get them in as soon as 
possible. Mark, in case you didn't know, Monday is a US holiday. So it 
would be best if we got everything in to you today.
