You'll have to ask IBM what their position is.

We have repeatedly invited them to participate in this open industry 
standards forum so that the entire industry can come together in a forum 
with well defined rules that are understood and apply to all participants 
equally.

Our intent in embarking on the WS-CAF work is to unify the various extant 
transaction models so that customers will have a higher certainty of 
interoperability, based upon publicly developed and ratified standards.

The WS-Transactions and WS-Coordination are proprietary specifications 
owned and controlled by their authors -- IBM, MS, et. al. These documents 
have been made available only for "review and evaluation purposes" with the 
authors retaining all IPR, patent rights, etc. (see the documents for all 
the legal language).

We have encouraged the authors repeatedly, both publicly and privately, to 
contribute their ideas and join this TC. So far they have chosen to pursue 
their own course.
