Joseph, I think you are right, this statement needs some clarification. The guarantee refers to context management messages, not application messages. You correctly identified the more precise definition in the WS-CF spec. It's my view that the primer text should be clarified to align with the text in the WS-CF spec. It seems like this is part of the WS-RM realm. The closest (but not really close at all) that WS-CF comes to referencing message delivery guarantees is on p.36 of WS-CF, where the delivery of the outcome of an activity to a parent activity is described: "Whenever a child activity is started the parent activity registers a Participant with it that is used to deliver the "outcome" to the parent."
