Subject: missed ballots and membership (was RE: [ws-caf] Re: Speedy resolutions)


Apart from any questions of timing, OASIS rules say that if you miss 3
ballots you are off the committee. If this TC is going to have kavi
ballots for issue resolution (which seems one of several reasonable
approaches), then we want to make sure we don't trip ourselves up (and
end up with only Mark on the committee :-). 

I suggest that, at a minimum, issue ballots are logically batched, such
that voting for any of them counts as participation for membership
purposes. TC's can also declare a ballot as not counting at all for
membership (not sure if this in Kavi yet, but there is certainly
precedent) - typically done for things like f-2-f registration or
preferences. I'm not sure that is entirely appropriate for issue ballots
though.
