WS-RF talks in terms of "resources" (which are addressable components of a service's back-end) whereas WSA is defined in terms of services and messages. This is a view echoed by the WS-* specs (including WS-CAF) which define protocol actors (services) and interactions (messages), and specifically do not try to peek behind a service to see its "resources".
