This is meant to be different. The idea is that a context may be augmented 
when it is created (via ALSs) or by application services that send and receive 
the context.

The text has been updated accordingly: "This information may be augmented when 
the context is created (essentially by implementations of referencing 
specifications), or dynamically by application services as they send and 
receive contexts."
