Service to return the default timeout value associated with the service, i.e., 
the timeout that is invoke the timeout operation on the associated 
UserCTXService and return the value of the time-out period associated with 
activities created by calls to begin when no timeout value is passed via 
begin. This need not be the value associated with the current Activity, 
however."
