Martin,

I am unable to work out whether this warning is in accord with the
letter of the OASIS procedures. If it is, it is certainly an
exceptionally harsh interpretation. Especially because the next meeting,
that I and the others are compelled to attend on pain of losing
membership is the face-to-face in New Orleans and, I believe, it is not
the intent to have any kind of dial-in capability.


The ws-caf web pages calendar say the meetings since the beginning of
March were 15 March, 29 March and 12 April, and that I attended the 29
March meeting.

Checking the email archive, there are minutes of a meeting on 8th March.
There are no records or minutes of a meeting on 15th March.  There was a
meeting formally announced and scheduled for 22nd March, which was
converted to an "optional" meeting by the chairs at the last minute and
which I attended. I attended the 29 March meeting. The 12 April meeting
was on a public holiday in the uk, and whether to have a meeting then
was the subject of a vote (at the 29 March meeting) in which all the
US-based members voted to have the meeting. (The possibility of that
meeting being "optional" was not raised).
 
Unless the face-to-face can provide dial-in facilities, I propose that
it be counted as "optional". I gather that the dial-in will cost money,
but surely one of the larger companies in involved in ws-caf could pick
up the tab on that without trouble.

Further that in a spirit of international mindedness, the 12 April
meeting also be retrospectively deemed optional. If this latter is not
acceptable, then I insist that the scheduled meeting on 5 July cannot be
optional either.

According to the OASIS WS CAF Technical Committee records, you are 
enrolled as a member but have not attended two out of three of the last 
meetings.   As a member, your active participation is required for the 
TC's success.  Lack of participation effects the TC's ability to reach 
quorum.   According to the Oasis TC process: "a member shall be warned
by 
email from the chair upon their first failure to attend two out of every

three successive meetings of the TC.  Membership shall be terminated if 
the member fails to attend the next meeting following transmittal of the

warning or if the member consistently fails to attend two of every three

meetings." 

The next meeting will be held on Wed 28 April and Thur 29 April.

If you are unable to meet the 
membership requirements on an ongoing basis, you may choose to change
your 
status to observer.  If you are having a temporary issue with
attendance, 
you may apply to the chairs for a leave of absence.  This will help the 
group achieve quorum.   You can review and change your enrollment status

If you have received warnings like this in the past, we ask that you 
reevaluate your ability to remain a member and consider changing your 
status to observer.  If a pattern of missing 2 out of 3 meetings 
continues, your status will be changed to observer.
