Since a context alone has no semantic (other than identifying an operation as part of an activity with no implications on what behaviour is expected), a received context with no type cannot be used or interpreted by the receiver. The type value needs to be included in every context. It would be possible to omit in from a context-by-reference, but the receiver must then dereference the context to find out what it is about, and whether it is required to do anything with it.
