Prior to the last f2f there were two endpoint reference types for the context manager: a ServiceRef and a URI. The latter was removed and the new version of the spec. (to be released asap) matches the agreed resolution to this: only the ServiceRef will be used. So, the context manager is a fully fledged Web service and interaction with it is uniform with the other services we define.
