Where:  General

This specification should clearly state what sorts of artefact can be said to
conform to this specification, and what the requirements are on other documents
(specifications) if they are to correctly comply with this specification.

Suggestion:  Consider the types of artefact (XML documents, specific types of
web service, for instance) for which conformance to this CF specification could
be claimed.  For each agreed artefact state (mainly be reference to other
appropriate sections / statements elsewhere in the specification) exactly what
the artefact must do, may do, and must not do in order to correctly conform. 
Similarly for other specifications, state what they must specify, may specify
and must not specify in order to correctly comply with this specification. 
Place this material in a section headed 'Conformance and Compliance' so that
implementers  and writers of other specifications can locate it easily and use
it to find all the other statements in this specification that they need to take
heed of.
