I would like to poll the TC for a response before lodging this issue as a 'bug' on Bugzilla.
 
Is there a good reason why the optional Context Manager service is described before the Context Service in WS-Context?
 
This is not a really strongly held view, but it does seem to me that it would be better to describe the architecture and then the context structure first (which we do), then the mandatory Context service for generating and 'lifecycling' contexts and then the optional Context manager service for dereferencing contexts that are passed by reference.  In other words I am suggesting swapping sections 4 and 5 around.
