Add equivalent recovery operations to the Registering Service and Registration
Service to allow failure and recovery of the Registration Service. Should use
MAY as it requires the Registration Service to remember EPRs of Registering
Services. The specification should make it clear that the Registration Service
does not have to use the failure/recovery operations added.
