ws-caf message

Kevin is currently working on the WS-CF schema/WSDL. The document is 
done as far as the editors are concerned, so once Kevin has worked his 
magic, I'll put a new version of the specification onto the TC page. 
Hopefully in time for the f2f agenda items.

Apologies for the last minute effort; it's just taken longer than we 
expected.
