The current context specification allows extensibility by using the XML Schema
any construct.  Including this construct in the CF (and derivative)
specifications will introduce an ambiguity within any derived schemas.

If extensibility is to be allowed within each specification then a better
mechanism would be to introduce another element that could contain any
extensibility elements.  This would segregate the extensibility elements from
the structure of the context types and would remove any ambiguity.
