A) says that the X lasts one hour, however B) says start at 2:00 and end at 3:00, but it may not be one hour, consider DST time, it could be two hours, or 1 hour 45 minutes, there is one timezone which DST time starts at 1:45am. Using starting and ending can possibly lead to problems without further information. Keep thinking about RESTful, I would recommend take A). This is the lesson learned from real product. We were using starting and ending, because all the DST problems, we changed it to starting and duration. It has worked a lot better.

I guess they are equivalent except when the start/end is crossing a DST boundary (in which case a 00:00 to 04:00 might last for only 3 hours or 5 hours depending on the daylight saving change).
