This may be the last version w/o the CalWS contribution, so please read

- Formalized Attachment section and rolled Performance into the Attachment.

- Created RelatedComponent object and defined inheritance within sequences,
references within Intervals to RelatedComponents
- Added CalWS Outline to specification. 
- Removed SOOP section as Sequences as we agreed that PAP07 needs were met
by current specification
- Buring issues highlighted in Yellow, Requiring clrification by Benoit
