Update the reference to the ”Attachment” element

Check that the fact I am not an English native speaker
did not bring some misleading things. Having a look to the SHALL, WOULD … would
also be good. -
I did not paid particular attention to what should be
in caps, italic … I am asking myself whether or not it would be better to
isolate the TimeStamp element (as a parent), and put all the other elements in
a child “TimeStampQuality” element. In such a case, the TimeStampQuality could
