Start-Time Randomization

Hello, everyone: 

Don Sturek gave an overview of some of the present SEP2 efforts to the
NEMA/ASHRAE SPC201 WG3 yesterday.  One of the items he mentioned was
related to how SEP2 handles randomization of start times for loads.  I
asked about how pricing is handled in that randomization method.  Don
said that the person with more knowledge of that method is Ivan O'Neil
of Southern California Edison.  Don is planning to get me contact info
for Ivan but if any of you already know Ivan and have his info, please
invite him to share the randomization/pricing method to help us in a
final determination of whether randomization is out of scope for
WS-Calendar or not; and whether it is indeed handled elsewhere already,
even if it were potentially in scope.
