This would be an ideal spot to include some rule about security.  Particularly of concern is the security around inheritance.  There are times that security could warrant the lack of inheritance.  For instance transmitting a particular signal from VTN to VEN may contain grid sensative information that the VEN needs to know but beyond the VEN should not be communicated.
