    Proposal: 
TC Admin supplies format for RFC and other citations. 

Suggested format (changing to lastname, firstname and adding BCP14 for 2119) would be

[RFC2119]               Bradner, S.., Key words for use in RFCs to Indicate Requirement Levels, http://www.ietf.org/rfc/rfc2119.txt, BCP 14, IETF RFC 2119, March 1997.

Other RFC and Internet Draft references were changed to that format for consistency.
