Description:
No WSDL binding mechanism is specified: this is actually not an issue
for DPWS, as WS-Discovery built-in services are normally not advertized
using WSDL and using SOAP-over-UDP as a protocol for hosted Web Services
in not part of the profile. However, it could be useful if SOAP-over-UDP
is to become a standalone specification.

Proposed resolution:
Define a binding for SOAP1.1 and SOAP1.2 over UDP for WSDL1.1
