Subject: NEW Issue - Restrict encoding of SOAP messages to UTF-8

Please defer discussions on this issue until a time this issue is
accepted and is assigned a number.

Document: DPWS
Location (defaults to line number): 224
Owner: Antoine Mensch

Description:
It could be useful to restrict the supported encoding for SOAP messages
to UTF-8, as each additional supported encoding carries with it
additional code. Knowing in advance the encoding can also allow
optimizations that speed up the message processing and reduce the
dynamic memory requirements (both important issues for small devices).

Proposed resolution:
Add a requirement that the only required encoding that must be supported
is UTF-8 (thus removing UTF-16 as a mandatory encoding)
