Description:
When switching to managed mode, clients may still be interested by
announcement messages of services managed by a discovery proxy. As some
may not be available through multicast, it could be useful to expose
this information as events on the DiscoveryProxy portType, so clients
could subscribe to it.

Proposed resolution:
Exend the DiscoveryProxy spec with an event mechanism.
